As an adviser to large financial institutions on risk management and financial regulation, Bill brings an exemplary record of accomplishment as a leader in financial risk management, banking regulation and supervision, and model risk management.
Prior to forming his own company, Bill was a partner with Promontory, a business unit of IBM Consulting, Bill managed consulting engagements for U.S. and foreign-owned banking organizations including systemically important organizations. Before joining Promontory, Bill served as Executive Vice President and Lending Officer at the Federal Reserve Bank of Philadelphia, overseeing bank supervision and the Bank’s discount window lending. In 2010-2011, Bill served as acting head of risk for Federal Reserve supervision. In that role, he provided briefings to Federal Reserve Governors on risks in the banking system, co-authored quarterly memos on banking conditions for the Federal Open Market Committee, co-chaired the risk committee for systemically important banking organizations, oversaw the supervisory response to the mishandling of foreclosures by large servicers and led the Federal Reserve’s initial model validation program for supervisory stress testing.
Bill also served as the Director for Policy Analysis at the Treasury Department’s Office of the Comptroller of the Currency. Bill holds a Ph.D. in Economics from Yale University and a B.A. from the City College of New York. He taught economics at Rutgers University and has published over 45 articles in leading academic and industry journals.
