Luwanda F. Jones serves as senior service executive for the U.S. Department of Veterans Affairs (VA) as the Deputy Chief Information Officer for the Office of Strategic Sourcing in the Office of Information and Technology (OIT). She supports the OIT and the VA by providing executive oversight and leadership for the development of plans and processes necessary to control, optimize, and leverage the volume of acquisition actions associated with the VA’s IT and IT-related needs and requirements. She provides IT acquisition policy, plans and guidelines for all IT acquisitions, valued at over $4 billion annually. She works directly with the VA’s Chief Information Officer to ensure that the accountability and responsibility documented in the Federal IT Acquisition Reform Act (FITARA) for IT and IT-related acquisitions are implemented, monitored and are following the FITARA legislation and IT Category Management processes throughout the department.

Luwanda is a retired U.S. Army Colonel who served for 28 years in various senior acquisition and information technology positions. She holds a BA in psychology from Norfolk State University, an MA in national resource strategy from the National Defense University and an MA in computer resources and information technology from Webster University.
