Procurement Technical Assistance Center

The Temple University Procurement Technical Assistance Center (PTAC) provides free to low cost training, free consulting, and free bid leads to companies that are interested in government procurement and are located in the Philadelphia, Bucks, Montgomery, and Delaware counties in Pennsylvania.


Our highly effective seminars are designed to help business owners learn about various aspects of government contracting. The Government Marketing Information Seminar introduces the basics of government contracting to companies who have little to no experience with government procurement. Additional seminars are offered to provide in-depth instruction on various government contracting subjects including:

  • Electronic Commerce
  • Certification Considerations
  • Responding to Proposals
  • Federal Acquisition Regulations

Through our individual consulting services, our consultants work with clients to educate clients on how to effectively research markets and ensure that the client is aware of mandatory registrations required to bid on opportunities with various federal, state, and local agencies. Additionally, our consultants assist small businesses with issues such as but not limited to:

  • Development of a government marketing strategy
  • Training and consulting on the procurement process
  • Assistance in proposal preparation and review
  • Assistance in preparing for contract audits and reviews
  • Liaison with government agencies and businesses.

Bid leads provide targeted contract potentials by matching a client’s products or services with government sales leads. Our staff assists the client in identifying the company’s North American Industry Classification codes, Federal Supply codes, and appropriate keywords applicable to the client’s business. This information is entered into the Bid Opportunities system. Searches are conducted daily and leads that match a company’s products or services are sent directly to the company via email.

In order for clients to be eligible to work with the PTAC program, the business must be in established and generating receipts for at least one full year, be financially stable, and be located in the applicable geographic territory. For clients who are interested in the PTAC services but do not meet the eligibility requirement, such as start up businesses, we highly recommend that those individuals take advantage of the Small Business Development Center consulting services that will assist in getting the business ready to effectively compete in the government market.

The Temple University PTAC is part of the Southeastern Procurement Technical Assistance Program and works very closely with consultants at the Kutztown University and Lehigh University Small Business Development Centers, and management from the Pennsylvania Small Business Development Center State Director’s Office located at the University of Pennsylvania Wharton School of Business.
